More Governor Polis Hands Out Dolly Parton Imagination Library’s Two-Millionth Book in Colorado On March 7, 2025, Governor Jared Polis, Llama Llama (of Red Pajama fame), and the Colorado Department of Early Childhood (CDEC) delivered the 2 millionth book through Dolly Parton's Imagination Library at Westwood Early Learning Center. The program, launched by Dolly Parton in 1995 and expanded to Colorado in 2020, mails free, age-appropriate books to children from birth to age 5 every month. “Books are our windows into the world, and access to literature for children is a great way to improve reading, and inspire the next generation of poets, authors, and literary geniuses. I am excited to just a year later be delivering the 2 millionth book to Colorado children, thanks to Dolly’s successful Imagination Library initiative,” said Governor Polis. More Governor Polis Signs New Law, Imagination Library Colorado Moves to CDEC On February 27, 2024, Governor Polis Signed HB24-1205, Colorado Imagination Library Program, sponsored by Representatives Emily Sirota and Rick Taggart, and Senators Rachel Zenzinger and Barbara Kirkmeyer. This bill transfers the operation of the Colorado Imagination Library from the Colorado Department of Education to the Colorado Department of Early Childhood and allows the library to partner with eligible non-profits to procure more books and expand the program's reach. More CDEC / ILCO Action Lab Report is Available! ILCO started partnering with the Colorado Evaluation and Action Lab (Colorado Lab) in 2022 to evaluate the program. The evaluation focuses on estimating the causal impact of the program using a matched comparison design. Dolly Parton’s Imagination Library is dedicated to inspiring a love of reading by gifting books to children (0- 5 yrs. old), free of charge through funding shared by local community partners. "I'm so excited to be working with Governor Polis, the Department of Education, and our Colorado affiliate organization to bring my Imagination Library to more children and families across Colorado! Together we can gift a love of reading that will last a lifetime," said Dolly Parton. "Developing an early love for reading is so important for children’s success, and the Imagination Library shows Colorado’s commitment to making sure that every child and family can succeed,” said Governor Polis. “I’m thrilled that more Colorado children will have access to the books they need to develop a passion for reading and drive their imaginations even further.” During this first year of expansion, the Imagination Library of Colorado will form new partnerships with local community partners and donors throughout the State.     Bibliotecas de imaginación de afiliados locales In 1996, Dolly Parton launched Dolly Parton's Imagination Library (DPIL) book gifting program to foster a love of reading in Tennessee's children. Each month of a child’s life from 0-5, one brand-new, developmentally-appropriate book is mailed to a child's home at no cost to parents. In 2000, the program became available for replication to any community willing to champion it locally. Since its launch, DPIL has mailed 300,000,000+ books to children worldwide with a program model that provides a turnkey “blueprint” to promote early childhood literacy and kindergarten readiness. In 2019, a group of Colorado community leaders saw the impact the Imagination Library has on children throughout the State, and plans were put in motion to mail books to ALL Colorado children. On February 26, 2020, Senate Bill SB20-185 was introduced to the Colorado General Assembly to provide funding for a statewide Imagination Library. The bi-partisan sponsored Bill was signed on July 10, 2020, and became effective on September 13, 2020. Overseen by the state librarian in the Department of Education House Bill HB24-1205 relocated the program to the Colorado Department Of Early Childhood. Signed by by Governor Polis on February 27, 2024, the House Bill became effective on June 30, 2024. Previously, she worked for a variety of nonprofits, businesses and social impact organizations, including 11 years with The Colorado Health Foundation in Denver. Throughout her career, Kelly has earned many accolades, most recently being named one of the Denver Business Journal’s Most Admired CEOs. When she’s not working, Kelly enjoys spending time with her family, traveling, practicing Spanish, reading and getting outdoors mountain biking, skiing or trail running. Nicolle Davies is the State Librarian of Colorado. Previously, she served as the Executive Director for Charleston Public Library and Arapahoe Libraries. In 2016, Nicolle was named Library Journal’s Librarian of the year for her dedication to “her unequivocal belief that libraries are essential services, not just ‘nice’ assets, and the best medium to achieve an informed citizenry.” Michelle Anthony is a regional director for The Dollywood Foundation. She’s passionate about bringing positive change to her community, and has spent her entire career working in the non-profit sector for youth serving organizations. Michelle and her husband have two daughters, and all four of them are avid readers! Outside of reading, they enjoy watching the Denver Broncos, playing sports, spending time in the Rocky Mountains, and just being together as a family. Allie Wegner is a former early childhood educator who is passionate about making systems work, particularly for communities placed at risk. Allie joined the Lab because she believes that smart policy and compassionate people can make daily life better for Coloradoans. Heather Craiglow is the Director of the Head Start Collaboration Office at the Department of Early Childhood. Heather’s role is to provide leadership and facilitate collaboration among Head Start agencies and entities that carry out activities designed to benefit low-income children from birth to school entry, and their families. Heather Craiglow / CDEC Dr. Michelle Stiffman is the Medical Director for Reach Out and Read Colorado and is a bilingual Pediatrician at Denver Health. She is also the mom of an energetic toddler who has her reading "the little engine that could" from ILCO every night on repeat. Dra. Michelle Shiffman Christy Howard is a passionate 1st grade teacher from Steele Elementary who empowers her students to effect change. Inspired by the positive impact of Imagination Library, Christy created an entire curriculum around the teachings of Dolly Parton. Not only did her students meet state standards across multiple disciplines, but they raised over $1300 for Imagination Library. For her work as an educator, Christy has received numerous awards, including the Colorado Council for Social Studies’ Outstanding Educator of the Year award in 2018. Christy Howard, Escuela Primaria Steele Brooke Seigle is the Senior Manager of Imagination Library of Middle Tennessee, serving children and families in Davidson, Sumner, and Williamson Counties with 50,000 young minds enrolled in the program and raising half a million dollars a year to support the effort. She is an avid outdoors woman with an inclination toward wild waters, climbing the tallest crags, and running the toughest trails. Brooke Seigle Allie Kallmann Wegner is a Senior Researcher at the Colorado Evaluation & Action Lab at the University of Denver. The Colorado Lab was created in 2017 under the leadership of the Governor's Office as the state's policy lab. They work with a broad range of government, community, and family partners to unlock data-informed solutions and identify opportunities to foster meaningful and sustained change. In this session, we will discuss the results of the 2025 evaluation of ILCO, as well as potential policy implications. Brooke Seigle Caitlin Raaz is a speech-language pathologist and researcher specializing in early language development and speech sound disorders. As an associate professor at the University of Northern Colorado, Caitlin focuses on innovative service delivery models to address health disparities in underserved communities. Children in rural communities often face barriers to early intervention, including provider shortages, long waitlists, and limited access to culturally responsive support. To help address these gaps, our USDA-funded project piloted in Eastern Colorado equips home visitors with practical, evidence-based strategies to support children’s early communication and language development while families wait for formal services. This session will share lessons from our pilot program, including how easy-to-use digital tools can help families build strong early language and literacy skills in culturally and linguistically responsive ways. We will also discuss how this model can be adapted to create engaging content for the Dolly Parton’s Imagination Library in Colorado as part of our project’s next phase. Participants will leave with actionable strategies to strengthen their role in promoting early literacy and bridging gaps in early intervention for the families they serve. She founded the Colorado Lab to co-create responsive and actionable research in partnership with decision makers. Kristin’s previous experience prepared her well for launching, growing, and sustaining the Colorado Lab. Dra. Michelle Shiffman Brooke Boynton Hughes is a Native Coloradan, from Loveland where she spent her childhood days drawing cats, mermaids, and treehouses. When not drawing, she would be found making shoe box dioramas, building snow forts with her brother, or watching anything by Jim Henson. As a young adult, she attended Colorado State University, earning a BFA in Printmaking, followed by the New York Academy of art, earning an MFA in Figurative Art with a concentration in drawing and relief printmaking. She has been a member of the Society of Children's Book Writers and Illustrators since 2005. Back in Colorado with her husband and 3 young children, she has enjoyed the success of over a doze illustrated works, including, notably, the Coat of Many Colors by Dolly Parton, published in 2016.
